In 1960, the University of Oxford created the position of Assessor to complement its medieval counterpart, the Proctors. Whereas the Proctors’ role is focused on student discipline, the Assessor’s position has ‘a special concern for policies on student health, welfare and financial issues.’ This new-found role reflects a change in the demands that students and the public have of the University. 

This event consists of two parts. First, Dr Bettina Lange will reflect on the theme of ‘regulating for welfare?’ Universities have transformed from purely educational institutions towards highly-regulated entities. At the same time, Universities regulate many parts of students behaviour and life, while being increasingly dependent on students’ fees for their operation. How does student welfare tie into the educational purpose of a University? What are the opportunities for and limits to Universities’ engagement with student welfare? 

This first part is followed by a discussion with the audience, in which we can reflect both on the ‘big picture’ of welfare in the modern University and the concrete needs and demands towards the welfare provision at Oxford. Which welfare matters need improvement in the University? Which short-term and long-term goals ought the University focus on? What constraints does the Assessor face in the University and what opportunities does she have? 

Dr Bettina Lange is the Assessor-elect for 2021/22. She is a Governing Body Fellow at Wolfson College and Associate Professor of Law and Regulation at the Centre for Socio-Legal Studies.
